  The NHS in England is a residence-based system, unlike many other countries, which have insurance-based healthcare systems. This means that all visitors to England may have to pay for NHS healthcare, depending on their circumstances. This guidance sets out how the NHS charges for overseas visitors’ healthcare. The rules are set out in the National Health Service (Charges to Overseas Visitors) Regulations (as amended. This summary sets out the way the NHS charges overseas visitors for NHS hospital care.

Some people from overseas might be able to have National Health Service (NHS) treatment in certain situations. The rules about who can and can’t have NHS treatment can get quite complicated.

This information is meant as a guide, as we are unable to cover every situation. Most of this information is about the law in England. Overseas visitors are exempt from charges for accessing primary care services, and GPs are not expected to establish entitlement for free NHS NHS treatment of overseas visitors book treatment.
